How am I not losing?

I’ve been working out and eating healthy for 2 weeks now. I do intermittent fasting also. And I’ve been drinking half my weight in water; no other drinks. I’ve taken my measurements & only weigh myself once a week. So far I’ve only lost an inch in my waist area, nothing else. My BMR is 1383 and according to the TDEE calculator I’m supposed to eat 1600 calories a day. I usually only eat between those two amounts. Should I really try to eat the 1600cals or should I be eating less?
