2 year old being mean to 1 year old brother

Okay ladies. I really need your help here. I Don't know what to do and I'm about in tears.

My 2 year old son is absolutely horrible to his 1 year old brother. He hits him, bites, pinches, jumps on him, scratches him and so much more. I have told my 2 year old several times that he's hurting his brother, I've taken away toys, I've tried the corner, I've tried time out, I tried no TV, I tried a butt whopping, I've tried EVERYTHING. My 1 year old is so scared of his brother, and my 2 year old won't stop. It's to the point where my 1 year old looks like he's been beat up. I really need help. I Don't know what to do. I've been a stay at home mom for 2 years, and I start my new job, and I Don't want anyone thinking I hurt my son, nor do I want my kids to fight at daycare or someone else's house.
