Should you be able to control “the gift of money”?

My in-laws are all under the impression that if they give someone money, they should be able to tell them how to spend it. They normally give gift cards because that the easiest way to have some control in how the money is spent. It seems ridiculous to me. The point of money being given as a “gift”, is the fact that it is a gift. Once the money leaves their hands they should no longer have a say in what someone else does with it if it is a gift. Now, borrowing/loaning money out is entirely different. Thoughts?
