Bad influence

My 3.5 year old is testing everything lately. Most recently he’s began encouraging his 1 year old brother to do bad and dangerous things. He opens the bathroom door and leads him to the toilet to play in it. He opens dresser drawers for him to climb. He opens doors knowing his brother makes a game out of closing and opening them putting his fingers in danger. I literally can’t do anything at all but have both eyes on them at all times. If I separate them he climbs into the playpen or crib and continues antagonizing him. Cooking, cleaning, using the bathroom, is all out of the question. He starts school in the fall. What can I do now to discourage this behavior?
