Can anyone tell me their opinions on what this looks like???

My son had the same type of rash. I took him to his pediatrician and he has eczema. The Dr told me to put aquaphor  on his cheeks then also on his whole body to prevent dry patches from flair ups. After two days it cleared it right up. Now I use the aquaphor after every bath and wash up and my son has been fine.

We have this too. Aquaphor clears it right up.

Did she start foods recently? Could be a rash related to something she’s eating.  Does she sleep on that side and drool overnight?  Try putting aquaphor on it to protect it and see if that helps.
