Discipline for a 3 year old hitting?

I’m at a loss. He hits to test me, then keeps doing it, I have tried EVERYTHING and nothing works. Open to suggestions.

When my 3 year old hits, hurts or throws something with malice, it's an automatic time out (3 minutes). Once the 3 minutes is up (& she's calm), we hug & talk about what happened/what emotions she was feeling & what to do differently next time (walk away, deep breath, counting, etc). This works for us. It doesn't mean she never slips up anymore, but one time out will usually deter her from doing it for a long time.

I do timeout for 3 minutes as well. I don’t give a warning for hitting or throwing things because she’s knows better.

Honestly id smack her hand back. Not hard but enough to wear she is like oh that doesnt feel good  so she realizes it isnt nice. Follow it up with a time out.
