Vegas police?

Im so fed up! 
Im hoping anyone that are or know anyone that are police officer in Vegas. 
My sister inlaw is in a abusive relationship for years now. Shes ran away from him to her moms in a different state. But she ends up back to him. ( "he's changed" and with holds there older son from her) 
He lives in a house with his mother. They have one son and she just had another baby. Now 2 children.  He also was or is on meth. She to started using. But then got clean while she was pregnant. But she went back to him because she cant or wont leave her other son. Which i understand not leaving her son. 
Im not sure who has custody of the oldest but she says they have joint. Police have been called many times. Even been to court many times and from what she said if she takes him to court for custody. That state will take child.  I need advice for her family and ways to helping her. 
To be completely honest if she can have full custody of her 2 kids, she can go live with her mom. Where she was doing great. She had 2 jobs while pregnant and was getting her shit together. 
I want know how his mother still housing this bastard ass man. I understand its her son, but shes always on his side when it comes to police and i honestly think she might be the one that has custody of the oldest. 
I guess one night he was drinking and hit her few times.  Mean pretty bad she had pictures. But since she fought back. His mom kicked her out.  I want know how to help her on getting her kids to her and bring her and boys home to different state? Also is there way to charge the mother for letting this happen?
I hate to think worst but we all know what happens in abusive relationship. Lets just say if he kills her. Can we press charges on him and the mother since she was allowing it?

Call CPS. It’s likely if the cops have been called and her being positive for drugs is on the record, the children will go to a 3rd party. I wouldn’t trust your SIL with children. She was doing meth with a child! Then got clean when she was pregnant? WhT about her living child. They need to go to rehab. They can get joint custody but the courts could only let him have visits/joint  if he’s having negative drug tests.

There were a lot of questions in there. But basically: that sounds like a CPS issue. You could always call them. 
And the whole thing about if she files for custody, the state will take away her child? That doesn’t even make sense to me. Sounds like crap the abuser boyfriend told her to get his way. 
Bottom line is you can’t change her (or anyone). You can’t make anyone do what they don’t want to do. 
She can call the national domestic violence hotline if she wants help getting out because it sounds like an abusive situation. And again, CPS if you’re concerned about the children’s safety.

Unfortunately you can only express concerns to the police and they can investigate but if she tells them things are fine and that she wants to stay there, then there isnt anything else you can do! 
Just keep all pics and texts etc as evidence and help to make her see sense that life can be better away from him 
Like I say if she keeps going back to him and wont accept help then theres only so much you can do

If the court wants to take away the kids it's for their protection so fight for the kids to either come with you guys or tell your sister if she doesnt leave shell lose her kids because that's what is going to happen
