Water yes, youre allowed to have that no matter where you work, it’s illegal to say you cant have it with you. 
Alcohol, absolutely not lol.

I’m allowed to do whatever the fuck I want. If someone told me I’d have to get permission to get a drink, I’d just do what I needed to anyway. Unless the issue is leaving equipment or something that needs constant attention unattended so you’d have to alert someone to take over. That’s different.

When I was a receptionist I had to just let my boss or a coworker know I was leaving the desk for a minute to get a drink. I was never “not allowed to” and I didn’t see it as asking for permission.

I work in food retail so I can’t be on the shop floor and having a drink so i ask and go round the back to drink

I was an operating room nurse and I couldnt leave the room in the middle of a surgery to get a drink. I couldnt have anything with me either. I had to call and ask for a break. Now in between surgeries I could go to break room and get a drink sure.

And I don’t drink during work hours (at restaurants) because of my work ethic

It kind of depends on the job. If you're a cashier you can't walk away from the register. If you're a teacher you can't leave young children unsupervised. If you being away from your workspace causes problems for others, then it might not be allowed.
