Anyone have advice for getting a job while in college?

I'm a sophomore (19) in a small town with two colleges.  I have been applying for jobs for almost 2 years without any luck. Many employers ask for a certain amount of experience, but I can't get any experience if I'm not hired! 
I've checked with many work studies  on campus, but half of them won't even accept me because I have the highest scholarships and almost a full ride.  
I'm tired of relying on my parents to pay my car insurance, and I'm getting desperate.

look into common first jobs (food, retail, etc.) and on-campus jobs outside of work study. my bf is a group tutor for his school, and i have a weekend job doing a super easy retail job with good benefits and pay. he doesn't get benefits but he gets paid super well, especially as it's an upper div class. 
another option if you have cool projects/programs under your belt is to apply for (paid) internships. i did one in hs for my first job and it helped me save for uni (although i didn't need it later so i was able to invest in stocks with dividends instead, which is another option to explore). it's a great opportunity to develop connections and gain work experience in a professional setting! 
also, if you do research, i'd recommend looking into working at your school's lab. pay varies, but here in the state system it doesn't pay as well as working for a private lab but looks great on your resume and i've heard it's super fun.
