Formula upsetting baby’s tummy?

Every time I feed my almost 3 week old baby her formula (breast milk never came in 😭) and after burping and sitting upright for a while, as soon as we lay her down, she’ll start crying. We’ve done everything we can for gas related problems (bicycle kicks, gas drops, belly rubs, etc) but she still seems like she’s in pain.

At what point do I start questioning the formula she’s on? Maybe she is not tolerating it well? I’m a first time mom and it’s breaking my heart to see her so clearly uncomfortable.
