Should high schools provide condoms to their upperclassmen students?

American folks, I have a question for you. I am from Norway and I am 17. I am in a groupchat with American girls my age that I met online. We were discussing sex and to my surprise it's very taboo in the States. Americans are portrayed as super sexed up people in the media so it surprised me. Basically parents don't discuss sex with their kids, conservative (?) areas try to block sex education, and teens get punished if their parents discover their sexual activity. I was also really surprised at the US teen pregnancy rates. It has dropped since 2007 in an article I read but I never really expect privileged western places to have a high count of teen mums. The thing that sent my mind in a bit of a frenzy though was that the rate of teen pops was lower.... Meaning a lot of these girlies are getting knocked up by adult men. Anyways... Here in Norway you get sex education during primary school (It is like your elementary schools) and when you turn 16, majority of parents no longer care if you become sexually active and will just ask you if you're doing it safely. My pop's only request was that my boy & I dont do it in his house or when hes home at least. My school provides condoms if you're 16+ but in order to take one, you have to answer a simple sex ed question. If you can't answer it then essentially you're not ready to be having sex. That is also controversial within our area because a few people think the question thing is stupid and denies safety or protection. Overall, how we view sex seems like a surprise to my friends. So I wanted some opinions.
