Did I walk away too soon?

I was talking to a guy for about 9 months who claims he wasn't ready for a relationship although we were somewhat exclusive without the title. I broke it off at the end of January because I felt like I was wasting my time and he messaged me yesterday to say that he wasn't ready for a relationship because he wanted to be the best version of himself given how he felt about me. Initially he said that he wasn't sure when he would be ready and then yesterday he said that I didn't wait on him and it hasn't even been a year since we met and I just left him. I think that 9 months is too long to be waiting but now I'm also wondering if he has a point. Did I cut him off too early or should I have waited? April would have made a year since we met.
