Would you count this as cheating

So my friend got a message last October from someone she use to date a couple years ago. He got engaged last September and announced last month he is now expecting a baby with his fiancé. He asked my friend to go to London with him in December because his fiancé didn’t want to go anymore and he said that he can’t see them lasting any longer and that he wants a clean start. My friend obviously rejected him and he’s still with his pregnant fiance like nothing happened.
