Dealing with a biter! He’s drawing blood!

My son is 18 months old. A new problem for us is that like a normal little toddler, he pops everything he possibly can find into his mouth. We try to give him a chance to spit it out but he doesn’t, somethings he’s coughs and chokes on the objects. Obviously we have to go in there and fish it out but dang it, he bites the tar out of our fingers!! He breaks the skin! We’ve tried not reacting, reacting sad, reacting angry, trying to pry is mouth open, (lightly) smacking his cheek, we are at a loss! We need suggestions. We try to keep choking hazards away from him but one of these days he’s going to truly choke and we don’t know what to do because we are scared to take things from him because he bites SO HARD. Literally my finger is bleeding because he bit me so hard after I took away a piece of dog food he found and was choking on and I fished it out of his mouth with one finger.
