What would be an appropriate punishment? I need help!! 😩

Today my 8 year old decided to make slime in her room when she was supposed to be in there cleaning. When I found her in there I wasn’t happy because number one she was supposed to be cleaning and wasn’t but then she also got pink food coloring all over her carpet. So after that was cleaned up and she received her punishment she was supposed to finish cleaning her room and I went downstairs to make dinner. My youngest (3) was playing with her toys and when I went in to check on her she was gone. So I yelled for her and she was up in my other daughters room. I went up and found them both there my youngest covered in food coloring. BLUE food coloring. My oldest thought it would be funny to put it all over her little sister. I will attach a picture below. So now my youngest is stained blue. I cannot get it off of her. Plus it’s all over the carpet. Her punishment for making the slime and getting the food coloring in the carpet the first time was losing her iPad and no playing outside. Those are her two favorite things to do. What would be an appropriate punishment for this? I feel like no matter what I try anymore it never works. I feel like I’m failing 😫. Any advice would help. Or if you have any ideas how to get food coloring out of carpet or how I can get it off my daughters skin that would be greatly appreciated.
