is he overreacting?

so basically my state went under a “stay at home act” which was set for 5 pm today. My boyfriend wanted me to come over this morning but i said he couldn’t bc my mom and brother were working from home and my mom wouldn’t have brought me , also i have to do school from home. The thing is my best friend came over (drove herself)around 12 and left at 4:30 but we did our school work and me and her were just chillin until 5, but my boyfriend is so mad at me bc i’m “always with her” but it isn’t my fault bc my mom wouldn’t have brought me 30 min to his house today. i miss him and love him but i feel like he’s over reacting and this whole week he’s been cranky and hanging up on me multiple times a day if i do something to slightly upset him. we made 7 months on saturday and i spent alll day w him . i usually see him once a week bc of college.
