New mum support

How can a new mum get support if health visitors won't visit because of coronavirus?

Im really worried about a friend, she isn't bonding or talking to her baby. She's sleep deprived and gets angry with her baby girl 😢

The health visitor won't visit unless she's not feeding or keeping baby clean! Or if there's physical abuse. It's more emotional abuse the child is experiencing at the moment.
