Is it normal for neighbors dogs to bark and growl and jump on fence every time my dog goes outside in our backyard?

I have a 9 month old lab, who’s very friendly to all animals and people. Recently our neighbors moved in (there’s a chain link fence between our yards) next door and they have a fully grown German Shepherd & a pitbull. They have their dogs confined to the backyard majority of the day, and when I let my dog out to go potty or play in the yard, their dogs immediately begin barking and growling & jumping at the fences. Its so loud that our dog will put his ears back and cower until I let him inside. Is this normal?? Will they ever get used to each other? It’s been a month and the dogs still will not quit barking and jumping every time I let my dog out.
