Stimulus checks being intercepted for past due child support?

This obviously isn’t toward moms and dads that pay on time. This is regarding just the people who have been reported to the Department of Treasury for having $2500+ due in back support.

No. That’s wrong. The same money if not more will be issued to the parent who is claiming child already. 
The money is meant for survival right now. 
Both parents will be receiving their individual checks. 
That’s money to feed, bills, roof over your head and survive off of.

While i think it would be a little questionable? Is not a person neglecting responsibilities of the child they created negligent?  Im not talking of the men who at least try to make arrangement or do right by the child the best way they can.......   Im talking of the those who simply proceed forward in life without a care in the world as to their childs financial and emotional survival.
