Getting dressed, etc

Do you 4 year olds pick out their own clothes, help get themselves dressed, brush the hair or teeth on their own? I literally have to do everything and force her to get dressed. She’s got no structure clearly and I’m so worried about starting preschool in the fall. How can I help my child become more participatory and willing to do these things. She like doesn’t listen. I’ll pick our two outfits and ask her to pick one. She won’t. I have to wait like 10-15 min after the bath for her to run around and calm down to get her dressed cause she won’t even hear me.
