I have a dog about 15 weeks old and he will not go outside when it’s rainy or wet after it rains, I try going out with him in the backyard and I’ve tried putting him on the leash and taking him just in the front yard but he won’t move! He ends up just peeing in the house instead, I have a pad by the back door for accidents and he is bell trained and has been really good about using it but if it’s wet out there he’ll ring the bell then pee on his pad instead of waiting to be let out like he usually does. I thought about buying him waterproof booties but I think he’ll hate those.

Any suggestions?
