Eczema

Any other moms on here have babies with eczema? My baby has had it since she was 1 month old and not getting any better we’ve tried everything all types of creams ointments changed her soap detergent you name it the doctor has prescribed hydrocortisone and it helps but not completely, and she’s always scratching herself even if there’s no rash she’s just always itchy, I can not put short sleeves on her if not she’ll scratch until she bleeds

Help any advice?? And is this normal for an eczema baby or should I be more concerned ?
