Not social distancing

My brother is making me so mad. He is 19 and got temporarily unemployed until this is over. He is still visiting his girlfriend and hanging around with her cousin and her cousins boyfriend. He is putting not only himself but my parents and siblings at risk! He does not listen to my parents. Not sure what they can do for him to listen and not be so stupid! Does anyone have any advice?
