relationship probs

what should i do if i always have to be the person in the relationship that plans everything? my boyfriend never makes time to come see me and he’s free most days! i hate that i always have to ask him, but if i don’t ask him then he’s not gonna make time to see me at all. I’ve already talked him about it and he always says he’ll start making more effort, but he never does. i just hate being the only one that puts in the effort to actually see him.. i feel like i’m too needy or something..
