I seem to always have trouble with this

So lately a guy came back in my life with a text around Feduary, we were talking as normal I basically told i do like him but I wanted to give it some time, (yes he also likes me, even says he loves me) i was going to make it official and give it a chance, but lately he has been ignoring me or not talking to me or not making the effort to, (call or video) like how he used to before his grandma passed away, which he told me around april 20 or something like that. Is it normal for a guy to conutine to do that, when he could of talked to me before this or like here and there text me even if he has the death of the family going on, if he claims to love me or is it a sign hes not instreasted anymore?
