Why won’t he try?

My fiancé is 25 almost 26 and doesn’t have his license, i’m also 26 weeks pregnant and we live together and I have to wake up at 6 am to drive him to work and pick him up, I told him I need him to get his license a year ago. Especially now; being pregnant when I go into labor I need someone to drive me. I don’t have anyone else to drive me because my family is from new york city and they don’t drive. We live in Florida and I BEG him to get it. I printed out papers, a whole book, everything. He took his permit test, failed twice and I know he didn’t try bc he finished 2 try’s of the tests before others taking the test once. I was so disappointed. Now the dmv is closed because covid, I didn’t see him pick up paper once to study. When I mention it he has excuses and says he won’t study till I have a appointment set for him. It’s so FRUSTRATING. Its always a fight and a huge turn off because even when I teach him how to drive he doesn’t even put effort into trying. I told him do it for his soon to be born son, still nothing. What can I do ?! I’m so frustrated and upset because it’s like i’m pulling teeth.
