Baby measuring small at 31 week

Consistently since I had my last ultrasound at 28 weeks my baby is measuring around 2 weeks smaller. I am currently 30+5 days and baby is 2 weeks behind specially with head measurement. This is my second baby and never had this issue with my first. I have history of protein urea and high blood pressure post delivery with my first one but nothing during pregnancy.

I am very concerned about this growth delay. Did anyone has gone through this?

Please let me know the outcome or possible outcomes.
