Guidance with student loans

I got a notice to settle in the amount of 2,566.00 on my delinquent student loan. I owe 19,828.74. This seems too “good” to pass up. I do not have all that money though to give them. Can I get a loan to pay that loan?
Can someone guide me through this?
Will it get removed from my credit report
