What to do with our 9 yr old?

So I have been having some troubles with my step daughter no big ones just when she goes to the toilet for a number 2 she NEVER WIPES or flushes and after we mostly know because her smelling.

Now the problem is I have spoke to my partner about this asked if her mum has taught her properly how to clean herself after using the restroom he said she has so I confronted the situation that he is also well aware of and just doesn't know how to handle he asked if I could have a talk to her so I ran a shower and put her in there we sat down in there while I help get the soaps for her and had a 'big girl chat' that was 2 weeks ago I was so scared because I didn't want to shame her because it's so easily done with that subject.

However she come back over again to stay and used the toilet this time dad said what that stinking and she went and got in the shower.. this morning same thing

My question is what do I do I told her about you know just how unhealthy it can be for women as we get older and she agreed it was a good chat, but she hasn't taken anything from it I have got 'special soaps' to help motivate washing her but I just don't know how I get her to take the time to use the toilet properly
