Neighbor never watches their child

If you dont want to read all of it, am I wrong for asking my neighbors child to get out of my yard if her guardian is nowhere to be found? Especially after the guardian has advised me my yard is dangerous for her child a year earlier?

Ok, so I'm sure apart of me is over reacting but hear me out. We moved into this property a few years ago. This neighbor in particular never introduced herself, just immediately asked of we were building a fence. We said eventually, it would cost 15k which fencing in someone else's yard isn't our immediate priority.

Our yard had awful flooding so last summer we hired someone to dig trenches to install french drains. She approached those workers enraged asking why we weren't getting a fence and that trenches in our yard posed a danger to her child. Mind you, in my garage I had already purchased $200 of construction fencing to keep her child away from the trenches. She later approached us saying how dangerous the property line is with uneven ground (she could fix it but apparently that's for us to do).

So fast forward to the start of this summer and every time I'm in my kitchen her daughter who is 4 at most, is constantly running in my yard that she said was dangerous. Now, my primary issue is that the mother is NEVER watching her. She will be in the front yard on the phone for hours before she even notices she is in my yard chasing animals alone. Its borderline aggresive animal chasing, which I spend more than I should feeding the birds and squirrels because I enjoy them.

I dont feel like being responsible for injuries for a child so young that should be being watched. She has recently began trying to pull my property markers out of the ground but she isnt strong enough to do so. I'm 9 months pregnant so maybe I'm grumpy? But today I opened my back door and asked her to play in her own yard. Was I wrong?

The lady seems like the lawsuit type and I'm not into it. Further into my yard I have a wired fence for my dogs and I go out with them every time because I'm nervous she will run up to my dogs and enter their private area unsupervised.
