Can anyone help with this?

My parents live in a duplex, and they rent downstairs..... but they get to keep the basement..... the neighbors on top get to use the basement to do laundry only..... the people keep leaving the door wide open everytime they do laundry, and my parents have kindly asked them numerous times not do that since they got valuable stuff there but they don't care. Is there anything the landlord can do , or thats not her problem? I guess what can they do ?
