Ex is taking money

So my ex who cheating on me been recently have took money out of my account by using PayPal when we were dating I let his put my debit card on PayPal just in case you know he need gas money if his like short on cash, but he got caught cheating & we haven’t spoken since then now recently he took $70 out & I call him out on that & he say he will refund it never did so I say fuck it keep it broke ass & then I order myself a new card with the same 16 digit with a different back number & expired date thinking he won’t be able to take money out my question is can he still take money out I’m just curious?
