1 year old scratching (help)

Hey ladies I need some advice so my one year old has been scratching her private area durning baths & diaper changes! She’s not crying, she doesn’t stop playing to scratch, she’s not red down there, no odor or discharge! She doesn’t seem to be uncomfortable I say that because she only scratches during the two times I mentioned! I brought this up at her one year appt the doctor examined her and said everything looked fine however tonight she scratched so bad durning her bath time (I do my best to stop her from scratching she’s so quick 😩) that she bleed a little! I’m just curious does anyone else little do this!?!
