what is goin on with my skin?!?

ok so a few days ago i noticed that the skin above my ankles got red, looks spotty... i do spend a lot of the time in the sun but this does not look like a sunburn and i take care of my skin... this reminds me as if tiny blood vessels broke.. idk im just describing it... take a look, im clueless and worried...

if anyone has a clue, pls help.

interestingly, both of these, i dont know what to call em, are on the left side on both legs (left leg, on the outside and right leg on the inside), i work on the sun and thats the direction of the sun, to my left... i said it doesnt look like a sunburn or else i would be sunburned all over, but could it be the excessive heat?
