Should I say something or is this normal?

My neighbors and I live around a lake. The very edge of the lake is not anyone’s property but the HOA takes care of it.

We have a dog and when our dog poops, we use poop bags and pick it up and throw it away. Or we do a weekly cleanup using our trash bag we’re taking out.

Neighbors have 2 big dogs and just pick up the poop, with a scooper and throw it all around the lake. Since they’re directly next to us, the smell of piles of shit in Florida heat isn’t nice and when it’s windy it’s more noticeable. The lawn people just mow over it so it’s never picked up. Idk if I should say something since technically that area they’re putting it isnt their property or ours. Advice? Should I just leave it? Just seems gross.
