Testing the umbilical cord after birth?

My sister just had a baby the other day. She said after the birth, she saw the doctor snipping a piece off the umbilical cord and gave it a nurse. Does anyone know what they were doing? It worried my sister because they didn't say if they thought something was wrong. Any thoughts of what they were doing?

Cord blood testing is done to measure the following in your baby's blood:
Bilirubin level
Blood culture (if an infection is suspected)
Blood gases (including oxygen, carbon dioxide, and pH levels)
Blood sugar level
Blood type and Rh
Complete blood count (CBC)
Platelet count
It can also be used to test for drugs if suspected.
