Is she wrong?

A new girl started my job about three weeks ago. We are a union but she isn't apart of the union until after 90 days and starts paying union dues.
Anyways, the new girl went to a union delegate to complain about our manager because her name wasn't on the schedule for next week. (Mind you the schedule wasn't even complete yet and was clearly visible that there wasn't a single name on the schedule for the following week, it was an empty schedule. 
Instead of reaching out to our manager she went way above her head to a union delegate to try and file a complaint.
Is she wrong for doing this?

Not wrong, but it’s likely not going to make her a lot of friends or good work relationships when she should have asked a manager or even a coworker to clarify first. She went way overhead and didn’t follow the chain of command, and in this case it’s not going to do anything bad (as in get anyone in trouble) if you know, I’m assuming a lot of people know and so people will likely be wary of her. So, not a good move as a new employee. 
However, in her defense as a new employee, she may not have been aware of who she should have talked to about that or even when the schedule was supposed to go up. She also may not even have “complained” per day, but instead just mentioned something about it - if you’re hearing it through the grape vine there’s always the chance some details aren’t true.

No...its probably going to rub a bunch of people the wrong way if its the culture to wait for the schedule but its not "wrong" to ask questions
