Is she wrong?

A new girl started my job about three weeks ago. We are a union but she isn't apart of the union until after 90 days and starts paying union dues.

Anyways, the new girl went to a union delegate to complain about our manager because her name wasn't on the schedule for next week. (Mind you the schedule wasn't even complete yet and was clearly visible that there wasn't a single name on the schedule for the following week, it was an empty schedule.

Instead of reaching out to our manager she went way above her head to a union delegate to try and file a complaint.

Is she wrong for doing this?
