Anyone have tips on how to get your baby to eat the food for themselves instead of throwing it everywhere and feeding the dogs?

As soon as we put his plate in front of him he goes straight to throwing it everywhere. And then will start to eat it after we have to fill the plate again.

Is it just a learning thing and I have to deal with it? Or is there a way to prevent it?

Going to add: yes I know the straps are not on him correctly. We put them below his arms because he will chew on the cushion/strap instead of eating. The cushion part can not be removed.
