Is this a consignment rip off?

Would you spend $16 on a pair of used leggings if they were a nice brand? For example this consignment store I shop at has an adorable pair of little and lively leggings for sale in my daughters size.  They are selling them for $16 but brand new they are $28.   Would you pay that much for used leggings or do you say that’s a bit of a rip off?

I buy most of my daughters clothes new, but I would never ever spend $16 for a leggings. But I also don’t care about brands.

I feel like if you shop smart you can find great deals at Old Navy. Now baby clothing like onesies at kid to kid is fine, but a lot of their stuff is over priced.

Me personally- no way- I shop for most of my kids clothes via fb market place, or straight up hand me downs from friends ( I always return the favor somehow and always donate our clothes) 
If I buy new- it’s a season off- Kohl’s has kids clothes on clearance so cheap sometimes comes out to $3 an item .

I wouldn’t pay that much used or new. But it’s a little more than half price, as long as they aren’t damaged or worn that seems reasonable.
