Mamas of girls - help!

My daughter’s stools are on the loose side and, when I change her, I have to clean her vagina really well to make sure I get everything (sorry, TMI). Like most of our babies, she’s been resisting diaper changes lately; however, it’s really bad when I clean her vagina. She squirms and cries and, honestly, it seems like she’s in pain. Aside from some redness due to diaper rash, everything looks okay; however, we do use diaper cream so it can be hard to tell if there is any type of discharge. She doesn’t go to daycare so my husband and I are the only ones that change her. We are first time parents so we don’t know what to look for. My question is: Is it normal for girls to be this uncomfortable when they are cleaned in that area?
