Can a doctor order genetic testing even if you said you didn't want it?

I get all my blood work through LabCorp. We have health insurance and I usually only have to pay a few dollars when I get any labwork done. I told my doctor I didn't want any genetic testing. This is my third child, and my second child with my husband. I've had genetic testing in the past and know neither my husband or I are carriers for any genetic diseases and I knew it'd be expensive even with insurance. I had the bulk of my blood work done at the end of October.

I woke up this morning with an email from LabCorp. It was a bill for blood work done in October for Cystic Fibrosis. My insurance denied it. Orginally, I was quoted to pay $150 for testing I didn't want but then when the insurance denied it, now it's saying I owe $1,050 for the testing. I'm so annoyed. I didn't want the testing because we knew there isn't any genetic conditions that we're concerned about. I've never recieved a bill other than today's email and it's on my LabCorp invoice notes on my online profile, so I know its not some spam email.

I hope I can fight this, but I'm not even sure if it'll matter because they did the blood work.
