This is my first time using these ovulation tests. This is a negative right? And how many times a day should I be testing? I took this around 9:03 pm last night

Yes it's negative, the test line needs to be as dark/if not darker than the control line to be positive.
Test 2x a day mid morning and early evening that's way you have a better chance at catching your peak positive
