Moving to a different state

So I recently started thinking about moving to California in a couple months and I was was looking for jobs there I seen some had paid relocation assistance I was just curious on how does that work? Do you have to ask when accepting the job offer or after you get hired on? Just trying to get a better understanding lol never moved out of state before....
