Baby acne or rash?

Hello,

I’m hoping someone may be able to help. My 7 week old daughter has acne or potentially a rash. The severity of the redness comes and goes. I’ve been applying Aquaphor to see if that will help, but minimal improvements so far. Does anyone have any experience with this? At first I thought for sure it was acne, but am now second guessing since her little eyelids are red too. Thanks
