Is it common to get false negative at 13DPO and still be pregnant?

When should I test again to be 100% sure, my period is due 3rd Feb but 9 times out of 10 I’m normally late...

False negative isn't really the correct term. If negative, its not usually due to a faulty test but rather one of these scenarios: 
1: you're not pregnant and the test is accurate 
2: you're testing too early,  and the egg hasn't implanted yet (if testing 12DPO or earlier)
3: the egg has successfully implanted but there isn't enough HCG yet to be properly detected.
If you're testing at 14DPO onward (with properly confirmed ovulation) then the test is more likely accurate as implantation occurs as late as 12 DPO and takes a couple days for HCG to rise.

If you’re truly 13DPO, it’s not common, as most tests are accurate at that point, but it can happen. It all depends on when implantation occurred and what your HCG levels are at the time of testing.

If you want to be 100% sure, wait until 18dpo or later (if you’re absolutely positive when you ovulated based on ultrasound or BBT - Opks unfortunately do not confirm ovulation). 18 days of high temps for bbt is a very solid indicator of pregnancy.
Otherwise, because implantation can happen as late as 12dpo, and it takes about 2-3 days after implantation for a pregnancy test to show positive, you should wait until 14-16dpo. In general, wait a minimum of 2 days between tests, as it takes roughly 48 hours for HCG to double.

It can happen. One of my close friends got a negative a day after her missed period. She tested again 3 days later and it was a BFP! I would say wait it out and see if AF comes. If it doesn’t than test again.
