How do you talk to someone who is intellectually “slow”?

I don’t mean someone with a disability. Just someone who may have a low IQ or lower cognitive abilities. This describes my mother in law who is a very nice person but I often find she is confused by what people around her are saying. We have to stop frequently and explain what a word means and explain concepts to her quite simply. Should I change the way I communicate with her? Thanks. 
Red- talk to them normally like you would anyone else, even if that means stopping frequently to explain what a word or phrase means when they get confused. 
Orange- talk to them normally but consciously use simpler words and phrases so they don’t feel confused. 
Yellow- consciously only talk about simpler concepts in which you know they feel comfortable with. 
Green- something else/explain please.

One on one, I would probably try to make it more simple. If they are one person at a dinner table full of people, I’m probably going to speak normally to the majority of the crowd.

I feel her big time lol, but I would say talk normally but use less big words that she won't understand or if you do say the meaning behind it before moving on with the rest

It really depends. Some can be talked to normally with explained things here and there. Some need it broke down to very simple. 
Depends on what that person needs to have communication..
