Do you think I’ll be going in for a c section again??

So I had severe IUGR with my daughter, she stopped growing and there was a bleed behind placenta. At 33 weeks at a routine appointment they took me for an emergency section. She was 3lbs 4

Then came my little boy, they suspected he would be small but I think his growth was okay.. he was 6lbs 5 at 38 weeks via c section.

I’m now expecting a boy again and I’m 33 weeks today.. I’ve been having growth scans.. he’s small. Today at a midwife appointment they did the fundal measurement and it showed he did was smaller than the previous marking. I’m worried now. I have a consultant and growth scan on Friday. How accurate are fundal measurements? Do you think I’ll be taken in for an EMCS again???
