Is it possible to not be ready for marriage after 6 years?

Finances are an issue. But if not having your own house yet really an issue to not get married? Says he doesn’t feel like a man or is worthy of being a husband even though we live like we are married anyway and have kids.

I told my husband, who was raised in a family where marriages were a mess, that he could either marry me in ‘x’ amount of time, or I’d walk. I said this pretty much from the beginning. Sure enough, he was ready by the time we hit the x. I was not moving around the country with him, joining our finances and having babies without being married. Babies are a much more unforgiving commitment than marriage. Sounds like an excuse to me, but I guess it depends on your relationship expectation discussions over time.

For the commenters making excuses for him- why would you marry someone who isn’t giving their all to you during your dating relationship? How would you know who they’ll be in a marriage if you aren’t committed before the legally binding marriage contract? Stop excusing bad behavior from men and blaming it on the woman for being fully committed to him before marriage. This sounds like he’s looking for excuses to not marry you. Is he worried he won’t be able to afford a nice ring, a nice wedding, or something else?

If finances are an issue than that makes sense, especially if buying a house is also important to him. That would explain it. But also what you said about about him not feeling like a man enough seems like an issue. I'm guessing you've sat down and talked to him about this and haven't really got many answers. It seems odd. Couples therapy or even 1 on 1 therapy may help. It could be he's getting cold feet? Some people have a tough time with "irreversible" decisions - I know that seems stupid because you have children together, but it happens sometimes.

Just let him know he is a man to you. And talk about why he feels that way. Does he attach being able to provide as a role of a man? Some men do and it gets really tough for them to commit without laying the world under your feet. But let him know that aint what you need. So if that is the case, you need to work on this and get it out of the way. 
You need to both be on the same page about when the right time is to get married or if both of you want it. You also need to talk about what you both would do if the thing you have set that must happen before you get married doesnt happen. Let us say tyou never get to build the house. Are you willing to continue cohabiting forever or is that too much asked?  But also be positive and since it is the house standing in the way, set up a plan on how to achieve this goal sooner than later. 
Dont force him into a marriage he aint ready for but also dont deprive yourself if that is your dream. Sit down and have that serious talk over and over again like you have been doing until you come to an understanding. Because that is what marriage is. 
So my answer to your title is, yes and no. It depends on your characters,  interactions, communication,  upbringing and sorrounding. Your yes might be someone else's no. For me, i dont believe someone is ever ready enough for marriage but also believe one should get married once the fundamental principles align. My husband and i got married 3 years after meeting and i can tell you, we had nothing. We were students. And we made the best choice ever. Our marriage has been tasted in more ways than i can tell, but that very will to leave no room for escape sealed the commitment for us. I hope you will make the right decision for you. Of course, i lean towards you getting married legally.Haha

My very first boyfriend I dated from high school, 6 years into the relationship I was not ready to get married. I felt way too young and I wasn't done with school. 
A person should only get married when they feel ready emotionally, economically, physically and socially.

I think you both need to figure out why he feels like he’s not worthy enough to be a husband and why he doesn’t feel like a man. There may be an underlying issue he’s having trouble with. Maybe try counseling.
