Can I plan a wedding in 4 months?

Question

What do I need? Our budget is 10,000 and about 80 guests.
We have the venue we like figured out. It doesn’t need much in decorations since it’s already an elegant place.
We’re opting out on a videographer
I’ve never planned a party of any kind and neither has my fiancé. 
But I know for sure I wanna get married October 30th.

Yes u can, me and my fiancé got engaged last December and we haven’t been able to come up with a date yet.last month I just told him u knw what let’s get married next month which is June,is birthday is June 28 which is Monday not good time for a wedding I told him we should do it 26 before i knw it here we are planning our wedding in less than a month.We are having not so fancy wedding just a guest of 30-35.so yes anything is possible if u set ur mind in It..and congratulations again to your wedding

We got married in 2 1/2 months, didn’t want to be too extravagant, 250 guests, outdoor wedding with a tent we rented for the ceremony and reception set up in a pole barn on the property of some friends. Budget was less then $4,500

Your getting married in the start of the slow season so h might be able ti get deals. Most jmportant though is music food and pictures!  Splurge there if need be!  My husband and i made all our own decorations we did a natural rustic theme. I got my dress free online my husbands dad had a gift certificate to harry rosen so my husband got his suit for free and then all we really had to spend on was pics and dj. Our venue had amazing food so that was in our package

I planned my own wedding on the cheap (6k all said and done, including my outfit) in 9 weeks so I have a couple of tips/lessons learned.
Try to figure out what is really important to you and prioritize before you get deep into planning. Be willing to spend a little more on whatever thing is most important to you, so you don’t feel cheated out of the wedding you want.
IMO the hardest part of keeping to your budget is going to be food and drinks for 80 people, so you probably want to think outside the box. Food truck rentals maybe? We bypassed costs by having my parents cook a bbq buffet as a wedding gift (we were only 35 people). Not sure if your venue has a F&B minimum or a list of required approved caterers, but buffet will always be cheaper than plated, and if you can source and serve your own booze, you’ll save a ton there.
Anything you can do yourself or outsource to friends is going to save you money. I did my own decorations, place settings and favors. Got an exquisite cake from a friend for cost. Another friend took photos for free, and my brother’s then girlfriend did centerpieces and my bouquet for super cheap (she’s a florist). We had a Spotify playlist that our guests added songs to and used that instead of a DJ. A musician friend supplied the sound system. I did my own hair, nails and makeup. 
My entire outfit cost about $600. Dress and  vintage earrings from Etsy. Had the dress tailored and added a petticoat from Amazon. Shoes from ModCloth. Found a local milner to make me a custom fascinator veil. 
Neither of us had a wedding party, but each had a couple of close friends to help out in the days leading up to the wedding.
I felt like my personality was reflected in every aspect of our wedding, and that made it way more special!

Yes, you for sure can. Short time planning is even easier in my mind, because then there are less options to choose from, so the choosong takes less time.
Basically think what you want and what alternatives you are ok with.
And start with venue. That kind of sets it all.
Can not give any more advice, because i never wanted large weddings, so I have not pannes one. (but I have planned quite a lot large events, in even less time, so I know it is easily doable).
