Teens stealing cars- proper punishment?

So I live in Milwaukee and for YEARS young teens have been stealing cars and either injuring themselves, someone else or just speeding through the city, leaving the cars in a random place then hopping in another car. Literally EVERYDAY you see something about either a car being stolen, someone being hit by stolen car then the teens running off, or the worst- someone dying because of it. Well yesterday night it happened again, and the driver of the stolen car died while seriously injuring 5 others. They have a group called "the Kia boys" who just goes around the city stealing cars. Ofc, in the comments and the shares of the post, its hard for people to sympathize with the teen who stole the car. Everyday they take someone's stuff and people depend on their cars to get to work and provide for their families. And it's even deeper than that because they steal the cars then go on the road, drive recklessly and seriously hurt innocent people. So a lot of the comments aren't really nice, and a lot of people would like to see the parents of these children face the consequences on their child's actions. And I agree but to an extent. I just don't know how a mother doesn't notice when her 12 year old child is gone at night, like why don't yk where your child is? But ik that no matter how well you raise a child, they ultimately make their own decisions. But I do think at some point the child's family need to take serious actions and not just give them a slap on the wrist because they're kids. In this instance, the family members of the child (sister in particular) said "I told him to stop doing shit like this, he was raised well but fell into the wrong crowd but it isn't our fault," basically replying to the comments that said blame the parents, etc. & another family member said "if his mom knew he was doing crap like this she would've put an end to it asap," but the sister knew, and if she was really concerned then why not tell their mom. The family is really defensive and mad at anyone who says anything like "I hope these kids can learn from this, stay out of stolen cars, it's karma," etc. but its like did he die because people are saying stay out of stolen cars, or did he die because he stole the car then went on a high speed chase in ongoing traffic? It's just no accountability for what happened, once again! I don't think the cops should have chased him tbh, I mean he's a kid who can barely drive and chasing him will do nothing but harm. I think they should be arrested, I honestly think it's better for them to spend a week in a juvenile detention center then be out on the streets either killing themselves or others. But a lot of people are so against arresting minors. So what do you think would be the appropriate consequence? How do we handle this reoccurring situation that never ends?
